Solving the Maryland Motor Vehicle Administration’s business challenges with solutions that work
Automated Compulsory Insurance System (ACIS)

Situation
Maryland law requires its motorists to be insured in order to operate a motor vehicle. With well over 4
million licensed motorists, the FR division needed a reliable and efficient means of communicating with
insurance companies to enforce Maryland’s mandatory insurance compliance laws. The previous solution was
inefficient, untimely, and therefore inaccurate at identifying uninsured motorists, notifying interested
parties and issuing fines as mandated. Agitated insured motorist gathered in long lines at MVA offices to
provide proof of insurance while many uninsured motorists went undetected.
Challenge
Develop an easy-to-use automated insurance compliance solution to interface with over 450 insurance
companies, track up-to-date vehicle insurance information, and automatically generate notifications to
drivers who are not insured.
MS Technologies Solution
MS Technologies designed, developed, and implemented the Automated Compulsory Insurance System (ACIS),
a system to help enforce the state’s mandatory motor vehicle insurance compliance law. The ACIS system
supports several FR division business processes including:

The ACIS system consists of several subsystems including Accounts Receivables and Reporting functions,
Comparative and Reconciliation modules, Self-insured Certification, Judgments Program, Uninsured Motorists Complaint
and Tag Recovery. The system operates in a client/server architecture with Microsoft SQL Server database technology
on nearly 250 Windows 2000 workstations.
Electronic Data Interchange (EDI) interface technology is available to over 450 insurance companies throughout
the state to track vehicle insurance information. Insurance companies may alternatively utilize other reporting
methods including tape, disk, or paper. Erroneous reported Vehicle Identification Numbers (VIN) that cannot be
reconciled are identified in ACIS by a multi-field identification algorithm to match incorrect VIN numbers
with owners. Once matched, the system creates a vector data record to allow future matching of the VIN to owner.
Once vehicle owners are identified, the system opens a comprehensive case tracking data system that implements
the State’s business rules.
The Automated Compulsory Insurance System (ACIS) developed and implemented by MS Technologies has
allowed the FR Division to automate manual processes and assist in the reduction of our workforce by more than 50%.
Additional benefits of the system include, increased revenue collection of uninsured motorist penalty fees and
accurate tracking of uninsured motorist statistics. ACIS is a user-friendly system that employees can easily
be trained to use. The system provides an excellent audit trail and audit verification system in lieu of the previous
mounds of paper accumulated by the legacy application.
Maryland State Department of Education: A Case Study
General Education Development (GED) Solution
Solving the State of Maryland’s business challenges with solutions that work
Situation
The Maryland State Department of Education (MSDE) computer systems did not perform with the most up to date
software applications and required significant manual intervention and data entry. The system did not
incorporate current customer oriented technologies and could not evolve to handle the changing business needs
of the State and Federal governments. Goal #1 for MSDE is improving student achievement by awarding high school
diplomas by assessment to Maryland residents who pass the GED Tests. Annually, the GED Testing Office awards
more diplomas than all but three school systems (Baltimore, Montgomery and Prince George’s County) in Maryland.
Challenge
Develop an easy-to-use automated portal that will ensure continuity of operations and improve services by
delivering GED information, registration, scheduling, scoring, status, results, and transcript and diploma
verification requests over the Internet for Maryland residents, employers, workforce organizations, and
teachers 24x7x365.
MS Technologies Solution
MS Technologies designed, developed, and implemented an e-Business GED Testing portal for the MSDE.
The portal provides an application to support all essential operations for statewide GED Testing services.
On an annual basis, the GED office supports printing over 5,000 diplomas, processing 12,000 applications,
scheduling 10,000 individuals for tests, and verifying 7,500 diplomas and transcripts.
The e-Business GED Testing portal supports and maintains records for over 400,000 GED graduates and
applicants.

a superior level of service directly to our client by identifying bottlenecks and other problems areas to
allow MDSE to improve processes and services to its’ clients on a continuous basis. The portal was designed

Solutions That Produce Results
The Financial Responsibility (FR) Division administers insurance enforcement programs for Maryland's
registered vehicles to reduce the risk of uninsured motorists on Maryland highways.
Getting Results
The Maryland MVA’s ACIS Project Manager stated less than one year after implementation that
“MVA has already realized a significant reduction in walk in traffic as compared to our previous
manual and paper dependent system.”
The ACIS Project Manager also stated “the ability to use personal computers and easily navigate through
the user-friendly system has improved morale and the quality of the work environment tremendously. The real-time
processing environment has also improved employee morale by providing them with confidence to inform a customer
that all requirements have been met and the case is closed as compared to the reliance on overnight batch
processing modules that were plagued with edit errors.”
